The 20-year-old "Mistletoe" singer greeted fans at West Coast Customs shop in Burbank, Calif. over the weekend sporting bright blond hair. He paired his new hair with black leather pants and an over-sized black t-shirt, leaving us to wonder: Did Kanye West dress him?
