An arrest warrant has been issued for Lindsay Lohan.

The actress failed to appear at her mandatory court hearing today, resulting in the warrant. She was reportedly stuck in France because she claims her passport was stolen while she was at the Cannes Film Festival.

"There's really no valid excuse. Probation is revoked, and the court is going to issue a warrant," Judge Marsha Revel said this morning. "I could not have been more clear as to the importance of the hearing."

"She has a history of not keeping appointments," the judge added. "She should have made sure she either didn't go to Cannes, or come back two days early ... my understanding is that it takes a couple of hours to get [a missing passport]."

The judge made it clear she is not accusing Lohan of being in violation of her probation, but found that given the circumstances she may be in violation.

"Every person who is alleged to be in violation of probation has the right to a hearing," Judge Revel said. If they have a valid excuse, fine."

Bail has been set at $100,000. Conditions of her release include an immediate new condition that she not drink any alcohol, that she have a SCRAM device (which monitors alcohol levels) on her, and that she start random drug testing at a minimum of once a week.
